The Deputy Vice Chancellor (DVC) for Finance and Administration oversees the finances and administration of the University. In this respect, the DVC is responsible for the planning, budgeting and development of the university.

Prof. Winston Tumps Ireeta

Prof. Winston Tumps Ireeta is a result orientated, self-motivated and resourceful person, with a proven ability to develop and strengthen administrative teams in order to maximize performance. His philosophy is the willingness to step out of the comfort zone and lead teams to achieve results in certain and uncertain situations. He endeavors to try new things that facilitate active performance, partnering with seniors and subordinates in the work process with a view of enabling self-accountability by all staffs for efficient and effective service delivery.
Prof. Ireeta holds a PhD in Physics (Cum Laude) from the Nelson Mandela Metropolitan University (NMMU), a Master of Science in Physics from Norwegian University of Science and Technology (NTNU) and a Bachelor of Science from Makerere University. He is the Principal, College of Natural Sciences (CoNAS), Makerere University. Since 2022 he has served as Professor in the Department of Physics, where he previously served as Associate Professor (2016-2022), Head of Department (2013-2021), Senior Lecturer (2012-2016), Ag. Head of Department and Lecturer (2011-2012), and Assistant Lecturer (2005-2011).
He is a Member of the Makerere University Council Committee of Finance, Planning, Administration and Investments (December 2022 – To date) and a Member of the Makerere University Senate (March 2022 – To date). Prof Ireeta previously served as a Member of Makerere University Council for two terms (December 2018 – December 2022) and (December 2014 – December 2018) where he represented Makerere University Academic Staff. While on Council, he served as Chairperson, Council Committee of Legal, Rules and Privileges (December 2018 – December 2022), and as a Member of Council Committees of: Finance, Planning, Administration and Investments; Appointments Board; Audit; ICT; and Staff Development, Welfare and Retirement Benefits.
Prof. Ireeta is a Board Member of the Makerere University Holdings Company (August 2021- To date) as well as Fall 2024 Materials Research Society Meeting Chair, Boston, Massachusetts, USA, Board Member, African Materials Research Society from August 2019 to date, and Member, Optical Society of America (OSA).
He is a widely published Professor in Physics and teaches undergraduate courses namely: Properties of Matter, Electromagnetism, Electronics and instrumentation, Nuclear Physics, Quantum Mechanics, Statistical Mechanics, Fibre Optics and Microwaves, Electricity and Magnetism and Waves and optics and also conducted Electronics Practicals to the third-year students. He also teaches postgraduate courses such as: Signal Processing and Microprocessors, Fibre optical Communication, Research Methods, Mathematical Physics, Photovoltaics, Renewable Energy Physics.
The Office
The DVC's office also oversees: Resource mobilization; Investment; Human Resource Management; Security; Estates and Works; and Procurement. Accordingly, the second DVC monitors the Finance Department, the Planning and Development Department, and the Security Department, among others.
