About PIM CoE

The Public Investment Management Centre of Excellence (PIM CoE) at Makerere University owes its origin to the ongoing reforms in government aimed at improving returns on Public Investment. The Centre was officially launched on 10th March 2022 by the Minister of Finance, Planning and Economic Development Hon. Matia Kasaija, and is currently receiving support from the Government of Uganda. The Centre was established with funding from the Foreign Commonwealth Development Office (FCDO) administered by the World Bank with the main objective of sustainably building capacity in Public Investment Management in Uganda. This was in response to the 2016 Public Investment Management (PIM) diagnostic study conducted by the World Bank, the Ministry of Finance Planning and Economic Development, and Makerere University School of Economics that discovered inefficiencies in Public Investment Management in Uganda.

 

Scope of Activities 

The PIM CoE undertakes; 

  1. Advisory Services and Outreach: The Centre participates in Public Investment Management-related activities as required by government MDAs and other entities by providing advisory services to inform decision-making regarding Public Investments. The PIM CoE also provides advisory and consultancy services to the Private Sector and Civil Society Organizations in PIM-related areas.  
  2. Research and Studies: The Centre undertakes research and studies on Public Investments in Uganda. Studies include Feasibility Studies, Assessments, Appraisals, Evaluations, and Investment Reviews. Research studies are mainly on the Efficiency and Effectiveness of Public Investment Management in the country, and how they contribute to socio-economic transformation through Impact Evaluations.
  3. Capacity Building: PIM CoE conducts Public Investment Management Basic Training as well as a Program on Investment Appraisal and Risk Analysis (PIAR). See details

Achievements

  • 35 participants from CoBAMS, MoFPED, NPA, and MGLSD were trained in Modern Impact Evaluation Methodologies
  • 10 lecturers from SoE underwent training in Basic PIM to increase stock for long-term PIM training
  • 4 CoE staff received training in the Program on Investment Appraisal and Risk Analysis (PIAR) course offered by Queens University facilitated by CRI (2 were trained in ToT)
  • 24 officials from MDAs and Mak were trained in the Financial and Risk Analysis module of PIAR i.e PIAR I
  • Conducted Impact Evaluation Study of Luwero- Rwenzori Development Program
  • Conducted Impact Evaluation Study of Uganda Clean Cooking Supply Chain Expansion Project
  • Conducted a study on the Impact of Covid-19 on Public Investment Management in Uganda
  • Developed curriculum and training materials for the Master of Science in Economic and Investment Modelling
  • Reviewed and adjusted the Project Management courses at undergraduate and postgraduate levels to increase the PIM content
  • Rolled out PIM Curriculum to 4 Public Universities
  • Launched the PIM CoE and a PIM Open Day was held
  • Established a Functional Office and Steering Committee
  • Procured IT equipment (computers, laptops, printer, and a modern video conferencing facility) and furniture (training tables, chairs, office furniture, and a 20-seater boardroom)
  • The Center developed a Strategic Plan to guide its operations for the years 2023 – 2027
  • Trained 32 participants in the Second cohort of PIAR I
  • Trained 25 participants in PIAR II
  • Participated in the Technical Talk on tracking Public Investment projects with CSOs
  • Trained 55 MDA staff in two cohorts of the Basic PIM course
  • Co-hosted the Sweden Makerere Research Days of Excellence Open Day
  • Participated in the World Bank ESRM Retreat
  • Completed a Benchmarking Visit to Turbingen University in Germany
  • Completed the Feasibility study on the CoBAMS Infrastructure Expansion project
  • Completed the assessment of the AGRIWADS equipment in Butalejja and Budaka districts
  • Successfully reviewed the MoFPED’s Development Committee guidelines
