About the Procurement & Disposal Unit

Makerere University being a public institution is a procuring and disposal entity. It derives its mandate from the Public Procurement and Disposal of Public Assets Act PPDA 2003 (as amended) IN 2014. This PPDA Act is enforced by the Public Procurement and Disposal Authority which oversees and regulates procurement and disposal functions in Public entities.

Following the establishment of Colleges in the University, the Procurement & Disposal function was decentralized in 2011 to be handled at College level by Sub PDUs and sub-contracts committees under delegated authority within the following thresholds (limits): i.e. Supplies and Services not exceeding Ushs.100million (One hundred million) and Works not exceeding Ushs.200million (Two hundred million).

Pre-qualification

Pre-qualification involves a process that is designed to identify and register suppliers, contractors, and service providers who meet our stringent criteria for quality, reliability, and business integrity. Through prequalification, we aim to compile a comprehensive list of capable entities that can be called upon to supply goods, works, and services to the university. This rigorous selection process ensures that Makerere University engages with partners who uphold our standards for excellence and value for money, fostering a competitive and transparent procurement environment.

Framework

We establish long-term agreements with pre-approved suppliers for the provision of goods, works, or services. These agreements streamline the procurement process, allowing the university to quickly and efficiently procure necessary items under set terms and prices. Framework Agreements benefit both the university and suppliers by reducing administrative burdens, fostering a closer working relationship, and enabling more strategic planning and budgeting. This approach reflects our commitment to efficiency, cost-effectiveness, and partnership with our suppliers.
